Hardened Leather is made by the Hunter with a Tanning Station nearby, from 1 Leather and 2 Wax. Most of its 22 uses are armour, covering the full Alpine Antler and Trailblazer sets and most Wolf's Fang pieces. It also goes into Lupa's Scalper and the elegant sofas and armchairs.
