Rarity is rolled from Common to Legendary and item level falls between 30 and 50. They give 20 mana regeneration and take 400 off the mana regeneration delay, with 2 frost resistance and a 90-second cut to wet duration. Uncommon doubles the mana regeneration with another 20; Rare adds Necromancer and Legendary adds Iceman.
